Samuel Okudzeto Ablakwa, Minister for Foreign Affairs, held a bilateral meeting with Rt. Hon. Ed Miliband MP, the United Kingdom’s Secretary of State for Foreign, Commonwealth and Development Affairs, on the margins of the 2026 Commonwealth Heads of Government Meeting (CHOGM) in Antigua and Barbuda. The meeting focused on progress towards establishing a Structured Dialogue on Reparatory Justice.

The two Ministers welcomed the progress made towards the proposed Dialogue and discussed arrangements for the appointment of African and Caribbean Co-Chairs, with Ghana having secured consensus within the African Union (AU) for the African Co-Chair position. They also considered a proposed twelve-month process, with substantive discussions expected to cover historical justice, education, cultural restitution, climate justice, debt sustainability and reform of the international financial architecture. Both sides underscored the importance of finalising the parameters and modalities of the Dialogue before the end of 2026.

The meeting also addressed the future of Asante cultural artefacts held by the British Museum, as well as cooperation on bilateral security matters and outstanding issues relating to the United Kingdom’s IELTS requirements.

Both Ministers reaffirmed their commitment to strengthening Ghana-United Kingdom relations and advancing cooperation on matters of mutual interest.

Monumental Impact of Ghana-led landmark UN resolution

It has been greatly inspiring witnessing the monumental impact of the Ghana-led landmark UN resolution declaring the transatlantic enslavement as the gravest crime against humanity.

As President Mahama has acknowledged, the Government of Ghana congratulates the UK Prime Minister Andy Burnham’s historic announcement last week that the UK was now open to a formal apology and a structured good faith dialogue on reparatory justice having regard for the UK’s dark legacy in the transatlantic enslavement of Africans.

Ghana, together with its partners in the AU, CARICOM and the global coalition stand ready to work with the UK on this consequential journey towards true healing, genuine reconciliation, restitution, repair and the creation of a new world without racism and discrimination.

Prime Minister Andy Burnham and Foreign Secretary Ed Miliband have demonstrated admirable courage and moral leadership. It is rather the weak and cowards who fear to say sorry. Posterity shall remember them kindly.

Ghana shall continue to warmly welcome all its European friends who abstained during the defining UN vote.
